With reference to the communication from the United States Ambassador dated 12th Eovember concerns ing extraterritoriality. I send you herewith a first Craft of the reply which we might consider at the meeting in the Foreign Office at 11.30 a.m. tomorrow. i should emphasise that this craft is only a rough one and will probably require further astenment by ourselves.

I m also sending copies to fumbold, India office, Annan, Burma office Slade, Kinistry of Bar Transport, sonson, Colonial üffics, Coster. Dominions Office, Waldook, Admiralty, and Young, Treasury.
